About Vector Strategy & Operations Group.
Strategy and operations consulting, from plan through implementation, for commercial and federal organizations. Headquartered in Washington, D.C.
What we do
We turn strategy into operations that perform.
Strategy only creates value when the organization can carry it through. We work across the system behind execution: how priorities become decisions, decisions become coordinated work, and results inform what happens next.
Strategy & operating models
Set priorities leadership can fund, and structure roles, decision rights, and cadence to deliver them.
Program & portfolio management
Give complex programs a plan, accountable owners, and reporting leadership can rely on.
Process improvement
Redesign how work moves through the organization, and stay through implementation.
Governance & performance management
Define who decides, what is measured, and how progress and risk reach leadership.
Technology implementation
Align systems, data, and automation with the process, and carry them through implementation.
Change management
Plan communication, training, and adoption alongside delivery, then measure whether the change is in use.
Leadership
Donna Abrahamson, Principal.
Donna Abrahamson leads enterprise operations and transformation initiatives, building the operating infrastructure that growth depends on: qualified opportunities, compliant proposals, clear requirements, accountable execution, and performance that can be measured.
At Fannie Mae, a Fortune 50 company and government-sponsored enterprise, she worked across a large, highly regulated Multifamily platform with the Multifamily Legal Team. Her work there included reporting modernization, information architecture, process redesign, vendor and outside-counsel operations, executive communications, and technology-enabled implementation.
She also designs AI-enabled workflows, with the automation, governance, and adoption planning that keep them in use.

Ways to engage
Start where it makes sense.
A three-week, fixed-fee assessment with findings, an action plan with owners and clear target dates, and a leadership readout.
→EngageDefined engagementsA written scope with agreed deliverables and acceptance criteria.
→EngageFractional leadershipAn operating leader on a written mandate.
→EngageFederal contractingSubcontracting, teaming, or direct fixed-price scopes.
→Not sure this is the right starting point?
The Operating Diagnostic is a three-week, fixed-fee look at how the work actually runs. It tells you whether the fix is a process, a decision, a system, or all three, and gives you an action plan either way.
