Federal agencies & prime contractors

Management and operations support for federal programs.

Program management, process improvement, governance, and technology implementation for federal work, scoped as fixed-price deliverables or as a workstream under a prime.

Approach

Fixed-price, outcome-based contracting.

Federal buying for professional services is shifting toward fixed prices and measurable outcomes. We scope our work that way from the start.

Fixed price by default

Deliverables priced before work begins.

Executive Order 14402 makes fixed-price contracts with performance-based considerations the default and preferred method of procurement. Our scopes are defined and priced before work begins.

Executive Order 14402, Federal Register, signed April 30, 2026
Outcome-based services

Results you can accept or reject.

The FAR names performance-based acquisition the preferred method for buying services, with work defined by measurable outcomes rather than hours. Every deliverable we provide carries acceptance criteria agreed in writing.

FAR 37.102, Policy, Acquisition.gov
Simplified acquisition

Small scopes that are easy to buy.

Since October 1, 2025, the micro-purchase threshold is $15,000 and the simplified acquisition threshold is $350,000. Our defined scopes are sized to fit simplified procedures.

Yes. Vector Strategy & Operations Group, LLC has an active SAM.gov registration with UEI EL3KXJ8JBLP4 and CAGE code 24UV6. You can confirm the registration by searching the UEI at SAM.gov.

What is Vector Strategy & Operations Group's small business and socioeconomic status?

Vector Strategy & Operations Group is a small business under its primary NAICS code, 541611. WOSB and HUBZone certifications are in progress, and this page will be updated when they are granted.

Does Vector Strategy & Operations Group hold a GSA Schedule or other contract vehicle?

Not yet. We are building toward a GSA Multiple Award Schedule and currently support work as a subcontractor or teaming partner to Schedule holders and prime contractors, or through direct, fixed-price scopes.

What contract types do you work under?

We prefer firm-fixed-price, deliverable-based scopes, which match current federal direction toward fixed-price and outcome-based services. As a subcontractor, we work under the contract type the prime requires.

Can a small, defined task be awarded directly?

Often, yes. Defined scopes such as the Operating Diagnostic are priced up front and are well below the simplified acquisition threshold. Share the requirement and we will propose a scope and price in writing.

What past performance can you show?

The capability statement summarizes measured results from operations, program, and governance work in legal, investment, and complex enterprise environments. Performance references are provided in proposals and on request.

Do you support work requiring a security clearance?

Tell us the clearance and access requirements at the start. We will confirm directly and early whether we can meet them, so no one's time is wasted.

Where can Vector Strategy & Operations Group perform federal work?

On site in the Washington, D.C. region, remotely nationwide, and in support of U.S. federal work overseas. Delivery is available in English or Spanish.

Have a requirement or a teaming opportunity?

Send what you have, even if it is early. You will receive a direct response on scope, availability, and next steps.
